Montenegro immigration and residence options in 2026

Montenegro's residence system changed materially in 2026. The most important editorial rule is to distinguish visa status, temporary residence, temporary residence and work, company ownership, property ownership, and permanent residence rather than treating them as interchangeable “residency” products.

Employment and specialist routes

The ordinary employment residence and work permit is generally issued for up to one year. The 2026 law adds materially longer specialist routes for IT-sector employment and healthcare employment, each allowing up to three years with extensions.

Foreign founders and majority owners should use the current entrepreneur/executive-director rules. Current enacted law uses a EUR 5,000 annual tax-and-contribution condition for extension; older proposals referring to a mandatory three-employee structure should not be treated as current law.

Remote work and property

The digital nomad residence route covers remote work for a foreign employer or the applicant's own foreign company and can run for up to two years plus a two-year extension.

The current consolidated law sets the real-estate residence threshold at EUR 150,000 based on the qualifying tax-assessment value. Earlier government proposals discussed EUR 200,000, but the enacted consolidated 2026 law is the controlling source.

Family, study and research

Family reunification depends on sponsor status and has specific labour-market rules. Students may work up to 15 hours per week under qualifying study residence, and researchers have a distinct research/job-search pathway.

Permanent residence

Ordinary permanent residence generally requires five consecutive years of qualifying residence. Study, property, seasonal work and seconded-worker periods do not count toward that ordinary five-year calculation.
