Permanent Residence in Montenegro in 2026
Ordinary permanent residence generally requires 5 consecutive years of lawful qualifying residence before application.
Continuity can be preserved where absences do not exceed 10 months in total or 6 months continuously during that period.
Not all temporary residence counts. Current government guidance excludes periods based on secondary education/study, ownership of real estate, seasonal work and seconded-worker status from the ordinary five-year calculation.
Permanent residence therefore cannot be inferred merely from holding any temporary permit for five calendar years.
