Real Estate Residence in Montenegro in 2026
Montenegro permits temporary residence based on ownership of qualifying real estate.
The current consolidated 2026 Law on Foreigners requires the property tax-assessment base to be at least EUR 150,000. A foreigner may qualify as a co-owner only if they own at least one half of the property.
This corrects earlier 2025 proposals that discussed a EUR 200,000 threshold. Current enacted law should control.
Time spent on property-based temporary residence does not count toward the ordinary five-year permanent-residence qualifying period.
