Slovenia immigration and residence options in 2026

Slovenia uses different legal bases for local employment, highly qualified work, foreign remote work, self-employment, study, research and settlement. The most important planning step is to keep residence status, labour-market authorisation, business registration, tax residence and permanent residence separate.

Employment and highly qualified work

The single residence and work permit is the main combined route for many third-country workers. The first permit can cover the employment contract for up to two years.

The EU Blue Card is a separate highly qualified route. Current rules use a salary formula tied to Slovenia's latest published average annual gross salary, so old fixed euro thresholds can quickly become inaccurate.

Digital nomads

Slovenia's digital nomad residence began on 21 November 2025. It is for foreign remote activity outside the Slovenian labour market, lasts up to one year, cannot be extended, and uses a means test of twice the latest average monthly net salary.

Self-employment and companies

The self-employment single permit generally requires one year of continuous lawful residence before a third-country national can become self-employed, except for the statutory independent-professional exception. Opening or owning a company is not itself a residence permit.

Study, graduates and research

Students may work through the student-employment system or through the applicable employment procedure. Graduates who completed qualifying Slovenian tertiary study within the previous two years may use a nine-month job-search/self-employment residence permit, but that permit does not itself authorise work.

Family and settlement

Family reunification depends on the sponsor category and may involve an A1 Slovenian requirement for adult-family-member extensions, subject to exceptions. Ordinary permanent residence generally uses five years of continuous legal residence and an A2 Slovenian requirement, again subject to statutory exceptions.
