Uruguay immigration and residence options in 2026

Uruguay's current residence system is unusually direct. The Dirección Nacional de Migración presents permanent residence, permanent Mercosur residence, permanent residence by Uruguayan family link, temporary residence and temporary Mercosur residence as the main legal-residence classes.

Permanent residence can be direct

General permanent residence is available to foreign nationals who intend to settle permanently. The current DNM means-of-life guidance recognises salaried employees, independent workers, company owners or managers, employees of foreign companies, rentistas, retirees and pensioners.

That means ReloTide does not invent separate Uruguay investor, retirement, rentista or property visas. Those profiles can support the general residence case when they meet the actual DNM evidence rules. Tax residence, investment incentives and property ownership are separate from immigration status.

Mercosur routes

Eligible nationals of the current Mercosur/associated-country list have dedicated permanent and temporary residence routes. Temporary Mercosur residence can run for up to two years and be renewed for the same period.

Work, study and other temporary activity

The ordinary temporary route covers work, study and other activities recognised by immigration law. Workers must document the activity and support; the current DNM page says remuneration or maintenance must be at least the national minimum wage. Students prove enrolment and means of support. Religious workers have their own supporting-document rules.

Digital nomads and short temporary activity

Digital nomads use the Hoja de Identidad Provisoria framework. Government material describes an initial 180-day period, renewable once for another 180 days. It is aimed at remote activity for foreign companies or self-employment and should not be relabelled as unrestricted local employment permission.

Family and border-specific routes

Uruguay has permanent residence based on specified family links to a Uruguayan national, a separate family-reunification visa procedure for certain visa-required relatives, and a specialised Uruguay-Brazil border document limited to designated paired localities.
