Investor Residence Permit in Rwanda — January 2025 snapshot

Rwanda operates sector-based investor temporary residence permits rather than one generic golden visa. DGIE publishes investor classes for mining, agriculture, manufacturing, hospitality, information technology, transport/logistics and other investments.

January 2025 structure

The permit classes were already established by the 2019 Ministerial Order. DGIE's investor guidance requires an investment certificate, business registration, CV, police clearance and an application letter for new investor applications.

The published investor categories include A1, B1, F1, O1, W1, X1 and Z1. New investor permits are generally described by DGIE as valid for up to two years, while recurring investor subclasses can support longer validity after the required permit history.

Investment certificate is not immigration status

Rwanda Development Board issues the investment certificate used to register an investment and access investment incentives. That certificate is important evidence but does not by itself create residence status. Immigration permission is issued by DGIE.

No automatic permanent residence

Investment residence should not be described as citizenship or automatic permanent residence. Rwanda's permanent-residence rules are separate.
