Employer-Sponsored Skilled Worker Permit (H2) in Rwanda — January 2025 snapshot
The H2 temporary residence permit is Rwanda's employer-sponsored skilled-worker route for a foreign worker who has the required qualifications or relevant experience.
January 2025 legal basis
Under the 2019 Ministerial Order, H2 is issued to a foreign worker sponsored by the employer. The order gives H2 a validity of two years.
Unlike H1, H2 is not defined by placement on the occupation-demand list. It remains an employer-sponsored employment category and must satisfy DGIE's permit requirements.
Core documents
DGIE lists certified academic certificates, police clearance, an employment contract, employer recommendation and detailed CV for a new H2 application.
Not a freelance route
An employment contract and employer sponsorship are central. H2 should not be used to describe remote work for overseas clients, freelancing or self-employment.
