Entrepreneur Residence Permit in Rwanda — January 2025 snapshot

Rwanda's immigration framework contains sector-specific entrepreneur residence permits for foreigners operating a registered business on their own account or in partnership.

January 2025 route structure

DGIE publishes entrepreneur classes covering mining and related activity, agriculture, manufacturing, hospitality, information technology, transport/logistics and other investments, as well as trade in goods and services. Examples include A2, B2, F2, O2, W2, X2, Z2 and the trade classes G1/G2.

For new entrepreneur applications, DGIE lists business registration, CV, police clearance and an application letter among the standard documents. The published first-time entrepreneur permits are generally valid for up to two years, with recurring subclasses available after the required prior permit history.

Startup founders

There was no separate DGIE startup-founder visa in the January 2025 framework reviewed here. A technology startup founder may fit W2, or another entrepreneur class may fit the actual business sector, but company incorporation alone is not immigration status.

Remote work is different

This route requires a genuine Rwandan business basis. It should not be marketed as a digital-nomad visa for someone simply serving overseas clients from Rwanda.
