Intra-Company Transfer Permit (Q1) in Rwanda — January 2025 snapshot
Rwanda's Q1 permit covers defined assignments where a foreign employee is transferred by a home company or organisation to an affiliated entity registered in Rwanda. It also covers qualifying workers of multinational or regional companies with an international or regional office in Rwanda.
January 2025 legal basis
Article 19 of the 2019 Ministerial Order sets additional requirements for intra-company transfer, including proof of affiliation between the foreign organisation and the Rwandan placement entity and a foreign employment contract whose duration is not shorter than the expected stay.
Annex II describes Q1 as valid for a period not exceeding one year, renewable.
Who this route is for
The route is for a defined corporate assignment. It is not an open skilled-worker permit and it is not a freelancer or remote-work visa.
