Panama immigration and residence options in 2026

Panama has separate routes for foreign-facing remote work, local employment, professional practice, investment, founders and families. A migration residence card, MITRADEL work permit, professional licence, company authorization and tax-residence status are not interchangeable. Remote work, employment and professional activity

The Remote-Worker Short-Stay Visa allows approved foreign-facing telework for up to 9 months plus one 9-month extension, with at least B/.36,000 annual foreign income. It is a non-resident category, not general local employment authorization or automatic permanent residence. Employer-sponsored work needs the appropriate SNM and MITRADEL steps, and professional practice remains subject to professions reserved to Panamanian nationals.

Founders and residence investment

Friendly Nations residence requires an eligible nationality and qualifying economic connection; the government checklist provides two years of provisional residence before permanent application. Macroenterprise founders must evidence B/.160,000 per investor and five full-time Panamanian employees. The economic solvency and Panamá-Pacífico routes have distinct legal conditions.

September 2026 Qualified Investor change

Executive Decree 17 became effective 16 September 2026, replacing the older Qualified Investor framework. The 21 September MICI announcement distinguishes qualifying new first-sale property at B/.300,000 from resale property at B/.500,000 and describes a B/.500,000 qualifying state-bank fixed deposit. SEM multinational personnel need a real licensed-headquarters assignment, while family dependants have separate sponsor and work-right requirements.
