Foreign Professional Residence in Panama in 2026

The National Migration Service lists an Extranjero Profesional residence category, but a university degree is not a universal Panamanian freelancer visa. Immigration permission, permission to work and the legal right to practise a regulated profession must be analyzed separately.

Reserved professions can exclude an applicant

SNM has explicitly stated that it will not accept professional-residence applications based on a profession legally reserved to Panamanian nationals; the agency's published examples include engineering, architecture and related technical professions. Before filing or arranging a practice, confirm that your exact occupation is open to foreign professionals and whether a Panamanian professional license is required.

Documentary and labor requirements

MITRADEL's foreign-professional work-permit guidance calls for a properly authenticated university degree and proof of the applicant's SNM immigration status. This is a separate work authorization, not a substitute for the residence process. The precise filing category and current terms must be rechecked with the issuing agency, particularly when an old agency guide uses the phrase 'professional visa' imprecisely.

Freelancer versus local founder

Independent overseas client work may fit the Remote-Worker Short-Stay Visa if all activities remain foreign-facing and the income requirement is met. A local founder building an employing Panamanian enterprise needs to examine macroenterprise and professional rules instead. Neither corporate ownership nor remote-work status overrides a profession reserved by law.
