Panama's Sedes de Empresas Multinacionales (SEM) framework has a special immigration category for qualifying trusted staff, technicians and training personnel genuinely employed by a licensed multinational headquarters. The official Panama Digital procedure identifies foreign-source remuneration and a real assignment under the SEM regime.
The headquarters must qualify
An employer serving customers abroad does not automatically hold SEM authorization. Verify the employer's status, the applicant's actual duties and the source and terms of remuneration. The official process warns that a person who retains this status without genuinely working for the licensed headquarters can face sanctions and cancellation of the permit.
SEM is not a general digital nomad visa
The SEM route is tied to the authorized entity and assignment. It does not permit unrelated local freelance services or turn an individual into a licensed headquarters. Tax, labor and immigration remain separate
