Luxembourg's self-employed residence permit is the principal immigration route for a third-country national who will personally carry on a qualifying independent economic activity in Luxembourg.

January 2025 requirements

The official guidance in force by January 2025 required relevant qualifications, compliance with any professional or business-permit rules, sufficient resources for the project and evidence that the activity serves Luxembourg's economic, social or cultural interests. The authority considers factors such as economic need, integration into the economy, viability, job creation, investment and whether the applicant's presence is required for day-to-day management.

Where a business permit is required, an outline consent from the Ministry of the Economy is part of the immigration dossier. The residence permit can be issued for up to 3 years and is renewable while the conditions remain satisfied.

Freelancers and startup founders

There was no separate generic freelancer visa or standalone startup-founder visa in the Tier-1 immigration categories reviewed for January 2025. A genuine freelancer, entrepreneur or startup founder may use the self-employed route only if the real activity satisfies these legal tests and any required business/professional authorisation.
