Startup Founder Residence in Latvia in 2026

Latvia has a dedicated temporary-residence framework for foreign founders developing an innovative product.
PMLP states that the new Immigration Law expanded opportunities for startup founders. LIAA's 2026 evaluation materials describe the Startup Visa / founder-residence framework as available for up to 3 years.
The project must fit the statutory startup/innovative-product framework. LIAA evaluates the innovative idea and later progress used in the migration process.
A startup founder should not automatically be routed to ordinary self-employment, board-member residence or investor residence. PMLP startup materials require a description of the innovative product and planned business activity.
Because the Immigration Law changed in September 2026, use the current PMLP/LIAA process rather than older third-party checklists.
