Finland permanent residence in 2026

Finland changed the permanent-residence framework on 8 January 2026. Older summaries that say every applicant simply needs four years on an A permit are no longer accurate for applications submitted on or after that date.

Standard six-year path

The standard adult path requires:

  • at least six years of qualifying residence under a continuous A permit or Brexit permit;
  • at least two years of work history in Finland; and
  • satisfactory Finnish or Swedish, corresponding to B1.

The applicant must also continue to meet the other general and permit-ground requirements that apply.

Four-year income path

A separate application path can be available after at least four years of qualifying continuous residence where annual income subject to Finnish income tax is more than €40,000 in the most recently completed tax assessment, subject to the current statutory details.

This is not the same as saying a €40,000 salary automatically grants PR after four years.

Finnish higher-education degree path

A further path applies to specified higher-education degrees completed in Finland. Migri identifies qualifying Finnish master's, licentiate, doctoral and certain bachelor's degrees, together with a developing Finnish/Swedish language requirement such as A2 or 15 credits of qualifying language studies.

This path has its own detailed rules; graduation alone is not automatic permanent residence.

Permanent residence versus P-EU

Finland's national permanent residence permit and the long-term resident's EU permit (P-EU) are separate statuses. P-EU follows an EU-law framework and has its own residence, resources and, from 8 January 2026, language requirements.

Apply in Finland

A permanent residence permit must be applied for while living legally in Finland. An application submitted abroad is handled as a first residence-permit application instead.

Citizenship is separate

Permanent residence does not equal Finnish citizenship. Naturalisation has separate residence, language, identity, integrity and other requirements.
