Finland residence permit for an employed person (TTOL) in 2026

TTOL is the broad work-based residence permit used when a job does not fall under a more specific permit such as specialist or EU Blue Card.

Confirmed employment and salary

You must have confirmed employment before applying. Your pay must comply with the applicable collective agreement, and your total gross salary must be at least €1,600 per month in 2026.

The €1,600 floor is assessed excluding supplements such as evening and night-work additions. Part-time work can qualify if the agreed hours and pay meet the rules. A zero-hours or on-demand contract does not meet the regular-minimum-working-hours requirement for TTOL.

Labour-market testing

TTOL may be subject to labour-market testing. Under the current model, regional work-permit policy and labour availability can affect whether the employer must establish that suitable labour was not available in Finland or the EU/EEA.

Where testing applies and the employer proceeds with recruitment, the employer generally needs to advertise the role through Job Market Finland for the prescribed period and report recruitment efforts. Do not assume every occupation is automatically open to third-country recruitment.

Employer role and first application

The employer supplies terms of employment and confirms employer obligations. A first work-based residence permit is generally submitted from abroad unless a statutory exception applies.

TTOL is a residence permit and work-authorisation basis; it is not a tax registration or guarantee of permanent residence.

Family and settlement

Family members may qualify under family-ties rules. Qualifying continuous residence can matter for permanent residence, but the 2026 permanent-residence pathways add residence, work-history, language or income requirements depending on the path.
