Finland EU Blue Card in 2026

The EU Blue Card is a residence permit for highly qualified employment. It overlaps with Finland's national specialist route in salary level but has its own EU-law qualifications and mobility framework.

Salary and qualifications

For 2026, the required gross salary is at least €3,937 per month. Fringe benefits and daily allowances are not counted toward the required salary amount.

You also need higher professional qualifications. Migri accepts a higher-education qualification that took at least three years to complete, or qualifying higher professional skills; the latter can generally be demonstrated through substantial relevant professional experience where the legal criteria are met.

Employment duration

You need confirmed highly qualified employment before applying, and the work must last for at least six months.

A Finnish EU Blue Card can be issued for a maximum of two years. If the employment relationship is shorter, the permit period can be correspondingly shorter under the applicable rules.

Blue Card versus specialist permit

Do not treat the Blue Card and specialist permit as interchangeable labels. Both use €3,937 in 2026, but the Blue Card requires the EU Blue Card qualification framework and has EU mobility rules. The national specialist permit is based on Finland's specialist category.

Family, mobility and permanent residence

Family-member rights and EU mobility should be assessed under the current Blue Card and family rules. Holding a Blue Card does not automatically produce permanent residence. Finland's national permanent-residence rules changed on 8 January 2026, while long-term EU residence is a separate status with its own rules.

Tax and card status

The €3,937 immigration threshold does not determine Finnish tax residence. Tax, social insurance and payroll obligations require separate analysis.
