Permanent and Long-Term Residence in Lithuania in 2026
Lithuania issues the EU long-term resident / permanent residence permit to qualifying third-country nationals.
A principal ordinary ground is 5 years of continuous residence in Lithuania while holding temporary residence permits, subject to statutory continuity, absence, income, language/integration and counting rules.
The Migration Department describes the permanent residence document as the permit of a long-term resident of the Republic of Lithuania to reside in the European Union.
Not every temporary period is counted identically. Study, Blue Card mobility, family status and special or transitional documents can have specific counting rules.
