Cayman Islands work permit and employment in 2026

Foreign employment in the Cayman Islands is generally permission-based and tied to the approved employer and occupation. The 1 May 2026 reforms tightened recruitment and worker-mobility rules while keeping WORC at the centre of work-permit administration.

Recruitment before the application

As of September 2026, the current WORC recruitment policy requires covered work-permit grant, renewal and annual-amendment applications to be supported by evidence that the position was advertised for at least 21 consecutive calendar days in both:

  • the WORC electronic Jobs Portal; and
  • a local newspaper.

Specific exemptions exist, so an employer should check the current policy rather than assume every position follows the same advertising path.

Employer and occupation matter

A work permit is not a general open-work authorization. The application concerns a particular employer and role, and the annual work-permit fee can vary by occupation.

The 2026 reform also restricts a first-time work-permit holder from changing employers during the first two years after the grant. If that person leaves early, a one-year departure rule can apply unless a prescribed exception is accepted. Domestic-helper and other statutory exceptions should be checked separately.

Temporary and special facilities

Temporary Work Permits and Special Economic Zone employment use separate processes. A zone employment facility should not be described as an unrestricted work permit outside the zone.

Customs & Border Control also offers a Visitor's Work Visa for qualifying visitors employed outside Cayman who will conduct specified commercial activity for no more than five calendar days. It is narrow, sponsor-linked and not a substitute for an ordinary work permit.

Long-term progression

A worker who builds lawful and ordinary residence may later need to assess the eight-year permanent-residence route. The residence period is not the only criterion because the permanent-residence application is assessed under the prescribed points system.
