Cayman Islands Certificate of Direct Investment in 2026

The Certificate of Direct Investment is aimed at an investor who places significant capital into a licensed employment-generating business in the Cayman Islands and has the business background to exercise substantial management control.

The current prescribed minimum is CI$1,000,000.

Core statutory test

The underlying section 47 framework requires the applicant to have made or propose to make at least the prescribed investment in a licensed employment-generating business and to demonstrate a substantial business track record or entrepreneurial background relevant to running it.

An approval-in-principle stage can precede the final certificate while the applicant completes the investment and required licensing.

Residence and work rights

Once the final certificate is granted, the statutory framework allows the holder to reside in the Cayman Islands and work in the qualifying business in the occupation or occupations approved by the Director of WORC.

The certificate is stated as valid for 25 years, renewable on application at the Director's discretion.

It does not itself confer separate licences required under the Trade and Business Licensing or Local Companies (Control) framework.

Continuing obligations

The 2026 annual-declaration regulations require a holder to confirm continued investment of at least CI$1,000,000, compliance with employment-generating requirements, required audited financial statements, adequate health insurance and at least 90 days' physical presence in the preceding calendar year.

The exact business and employment conditions matter throughout the certificate's life.

Direct investment versus substantial business presence

The Substantial Business Presence route is different. It can be based on qualifying ownership at the statutory minimum shareholding or senior management in an approved business category, along with physical-presence and local-employment tests.
