Cayman Islands permanent residence for persons of independent means in 2026
This is a distinct high-net-worth residence facility based on developed real estate, not the same product as the time-limited Residency Certificate for Persons of Independent Means.
Current regulations set the investment requirement at CI$2,000,000 in developed real estate in the Cayman Islands. The 2026 framework also requires the applicant to demonstrate that the required paid-up investment has actually been made at the time of applying.
The 2026 duration change matters
Older versions of section 42 described the certificate as permanent from grant. The Cayman Islands Government's August 2026 Immigration Reform Guidebook explains the post-reform structure for new applicants differently:
- if approved, the applicant holds the certificate for an initial 10-year period;
- in year 9, the holder must apply for an indefinite certificate before the initial period expires; and
- only after obtaining the indefinite certificate may the person later choose to pursue naturalisation if separately eligible.
ReloTide therefore does not describe a new 2026 application as immediately indefinite.
Work rights are separate
The underlying framework starts without an automatic right to work. It provides a mechanism for the holder, spouse or civil partner to seek a variation allowing work for an employer, but only in the occupation or occupations approved by the relevant authority.
Quota and continuing investment
The regulations historically set a quota for this certificate and require the prescribed developed-real-estate investment to be maintained. Current 2026 annual declarations require holders to confirm the continuing CI$2,000,000 investment and health-insurance compliance.
This should not be confused with the Certificate of Direct Investment, which is based on an employment-generating business rather than only developed real estate.
