Commercial Activities and Investor Residence in Romania in 2026

Romania's D/AC commercial-activities route is for a third-country national who is or will become a shareholder/associate with management or administrative responsibilities in a Romanian company and will implement an approved investment plan.

Initial business-plan stage

Current 2026 law requires a technical opinion on the foreign investor's business plan from the Romanian Agency for Investments and Foreign Trade (ARICE).

For the statutory initial plan, the applicant must show available funds of at least:

  • EUR 100,000 for an associate in a limited-liability company (SRL); or
  • EUR 150,000 for a shareholder in a joint-stock company (SA).

The plan must provide for investment of at least those amounts and creation within the statutory period of at least 10 new full-time jobs for the SRL associate case or 15 jobs for the SA shareholder case.

Later residence-extension stage

Later extensions check that the company follows the approved business plan. Current law includes realized-investment thresholds of EUR 50,000 for an associate or EUR 70,000 for a shareholder, together with at least 10 / 15 full-time jobs respectively.

Current IGI guidance also lists monthly maintenance means of at least EUR 500 for associates and EUR 700 for shareholders for the permit period.

The initial-plan thresholds and later-extension thresholds are different. Treating them as one number is a common source of misleading investor-visa content.
