Permanent Residency Card in Qatar — January 2025 snapshot
Qatar's Permanent Residency Card is a statutory status under Law No. 10 of 2018, administered through the Ministry of Interior's Permanent Residence Card Granting Committee.
General residence-duration rule
The Ministry states that a general applicant should have 20 years of legal residence in Qatar if born abroad, or 10 years if born in Qatar, together with sufficient income, good conduct and reputation, and sufficient knowledge of Arabic.
Exempt categories
The Ministry lists categories exempt from the ordinary conditions, including certain close family members of Qataris, children of naturalized Qataris, people who performed great services to the state, and persons with special capabilities needed by the state.
Not an investor shortcut
Ordinary business investment or company formation does not automatically satisfy this statutory permanent-residence route. High-value property may carry specified permanent-residency-card-style benefits under the separate real-estate framework, but that should not be conflated with the statutory PR card itself.
