Peru Andean Residence in 2026
Peru applies the Andean Migration Statute for nationals of fellow Andean Community members Bolivia, Colombia and Ecuador. The current Migraciones guidance describes both temporary and permanent residence and expressly links the status to work, study and economic activity.
Temporary Andean residence
A qualifying Bolivian, Colombian or Ecuadorian citizen can apply for temporary Andean residence for up to two years and obtain a Carné de Extranjería.
Migraciones' current guidance describes filing either from abroad through the applicable consular route or in Peru through Migraciones, depending on the case. It requires identity and background documentation and a letter explaining the reason for temporary residence, with the detailed administrative procedure controlling the final checklist.
The route is also relevant to family members under the Andean framework.
Work, study and business activity
Migraciones states that Andean temporary residents can work, study and carry out economic activities in Peru. That can remove the need for an eligible regional national to qualify separately through the general Worker Residence solely to obtain basic work authorization.
Sector-specific professional licensing, employment, tax and company-law rules continue to apply independently.
Permanent Andean residence
A holder of temporary Andean residence who wants to remain indefinitely can apply for Permanent Andean Residence. The current 2026 guidance says the application must be made within the 90 days before the temporary residence expires.
Applicants must demonstrate lawful means of support for themselves and their family. Migraciones currently identifies a S/161.40 fee for the in-country permanent procedure, but live fees should be rechecked before filing.
Permanent Andean residence permits long-term work, study and economic activity and is extendable to qualifying family members under the regional rules.
Andean versus MERCOSUR
Bolivia and Ecuador can overlap with Peru's MERCOSUR Residence framework. The routes come from different instruments and should not be treated as identical merely because both can lead from temporary to permanent residence.
