Immigration Arrangements for Non-local Graduates in Hong Kong in 2026

The Immigration Arrangements for Non-local Graduates (IANG) lets qualifying graduates stay, return or come to Hong Kong for work. It covers non-local graduates of full-time locally accredited undergraduate-or-higher programmes in Hong Kong and specified graduates of eligible Hong Kong university campuses in Mainland GBA cities.

Recent graduates

Applicants filing within six months after graduation are recent graduates. Qualifying recent graduates do not need a job offer when they apply.

Non-recent graduates

Applicants filing later are non-recent graduates. They generally need an employment offer for a job commonly taken by degree holders, with remuneration at market level.

Initial stay

Successful IANG entrants are normally granted 24 months initially on time limitation only without other conditions of stay and can change employment during that permitted stay without obtaining prior approval for every job change.

Extensions require evidence that the applicant continues to work in Hong Kong or has established or joined a business under the current rules.

Practical safeguards

Immigration approval is discretionary. Immigration permission does not replace employer, company, tax, professional-licensing or other regulatory requirements.
