Chad foreign employment in 2026

Chad's Labour Code and immigration rules create separate employment and immigration steps.

ILO NATLEX identifies Law No. 38/PR/96 of 11 December 1996 as the national Labour Code. Article 67 provides that contracts concluded with foreign workers must be written and submitted, before work starts, for visa by the employment-promotion authority. The same article states that the employer must seek prior authorization to hire any foreign worker from that authority.

Current practice uses the Office National pour la Promotion de l'Emploi (ONAPE) name for the employment-promotion body.

Contract visa is not an entry visa

The word visa in the Labour Code refers to official endorsement of the employment contract. It is not the same as the immigration e-Visa used to enter Chad.

A compliant foreign-employment case can therefore require:

  1. prior authorization for the employer to hire the foreign national;
  2. the written employment contract and required labour endorsement;
  3. lawful entry through the applicable e-Visa or exemption framework; and
  4. residence documentation where the length/nature of stay requires it.

Article 67 guardrail

Article 67 also covers other categories of contracts, but the key foreign-worker rule is explicit: prior authorization and labour-office visa are required before execution of the foreign worker's contract.

The e-Visa portal may request a work contract as supporting evidence. Uploading that document does not prove the Article 67 authorization or contract-visa step has been satisfied.

Immigration status remains separate

The current immigration framework is Decree No. 2299/PR/PM/MSPI/2025. The 2026 e-Visa reform controls how visas are applied for, but an entry visa should not be described as a complete work permit.

For continuing residence, verify the residence-card rules separately.

Employer checklist

Before employment starts, the employer should verify the current ONAPE filing procedure, required medical or supporting documents, contract form, current fees, occupation-specific restrictions and the employee's separate immigration status.
