Botswana Permanent Residence in 2026

Botswana's official permanent-residence service uses a general five-year lawful continuous residence framework, but it also publishes a specific investor exception.

Permanent residence is an application, not an automatic conversion after a number of years.

General eligibility

The Government of Botswana says a non-citizen can be eligible where the person:

  • has resided lawfully in Botswana continuously for at least five years;
  • is of good character;
  • has made significant contributions to Botswana;
  • is of good standing in society; and
  • has sufficient means to support themselves and dependants.

The application uses Form 21 and is filed through Immigration and Citizenship offices.

Employee evidence

The employee checklist includes:

  • Form 21 and covering letter;
  • photo;
  • family civil-status evidence where applicable;
  • current work/residence permit or exemption certificate with sufficient remaining validity;
  • previous permits as proof of residence history;
  • employment confirmation/reference;
  • accommodation evidence; and
  • passport.

The official page repeats that ordinary employee applicants must have stayed for more than five years.

Investor exception: less than five years

The official investor section states that investors may apply for permanent residence even if they have stayed for less than five years.

That is a major difference from the general residence-duration rule, but it is not an automatic “golden visa”.

Investor evidence includes:

  • valuation of shares;
  • share certificate;
  • certificate of incorporation;
  • directors list;
  • current financial statements;
  • title deed/lease for business premises;
  • trading licence;
  • employee wage records and Botswana citizen employee identification;
  • passport; and
  • Botswana Unified Revenue Service tax-return evidence.

The government still assesses the permanent-residence application.

Fee

The current government fee is BWP 3,000 per applicant.

This is separate from work permits, visas, business licensing, tax/compliance and document costs.

Processing time: official page is inconsistent

The current government page contains both:

  • 56 working days; and
  • six months.

Because both statements appear in the official service information, ReloTide does not choose one and present it as a guaranteed universal timeline.

Applicants should confirm the current service standard with the immigration office receiving the application.

Investor work-permit exemption

Separate from permanent residence, the labour exemption service says:

  • investors who already hold permanent residence; and
  • investors of worth supported by BITC

may fall within work-permit-exemption eligibility.

That exemption is a different application from permanent residence itself.

Permanent residence versus citizenship

Permanent residence does not equal Botswana citizenship.

The current naturalisation service states a general nationality residence test of at least 10 years aggregate residence plus 12 continuous months immediately before the naturalisation application, alongside the other citizenship requirements.

Citizenship should therefore be planned as a separate process after considering residence status.
