Belize Self-Employed Work Permit in 2026

Belize does not publish a universal immigration category called a “freelancer visa” or “startup founder visa.” For a foreign national who will actively work for themselves in Belize, the core work-authorization mechanism is the Temporary Employment Permit (TEP).

The Immigration Department expressly distinguishes employed and self-employed applications: an employer files for an employee, while a self-employed applicant makes the submission directly.

Who can use the self-employed category?

The current official work-permit page lists self-employed categories including:

  • directors;
  • business owners;
  • corporate oversight officers;
  • technical officers; and
  • owners or managers of agricultural businesses/farms.

The category is therefore relevant to founders, proprietors and some independent professionals, but approval remains an administrative work-permit decision. Forming a company or calling yourself a freelancer does not guarantee permission.

You must already be residing in Belize

Belize Immigration states that a person applying for a Temporary Employment Permit must be residing in Belize and must hold:

  • a valid passport; and
  • a valid Belize visa/status where required.

This is not a pre-arrival founder visa issued simply because a business plan exists.

Application sequence

1. Establish lawful stay in Belize

The applicant must be in Belize with valid immigration status before submitting the TEP application.

2. File through the Labour Department

A self-employed applicant submits the application at a Labour Department office. An employee's application would instead be made by the employer.

3. Labour decision

The official page says the applicant will receive notification of the application status within 30 days.

If approved, the Labour Department provides an approval letter. If denied, the applicant receives the denial and must address their immigration status with Immigration.

4. Complete Immigration processing

After approval, the applicant visits the Immigration Office connected with the Labour office where the submission was made. Immigration determines the applicable permit fee and the applicant is directed to Belize Tax Services for an Income Tax Letter.

5. Permit issuance and Social Security

The permit is issued after the applicant presents the valid passport, proof of payment and tax letter. Immigration then directs the person to the Social Security Office for the appropriate card/registration steps.

Fees and duration

Current published self-employed categories are issued for one year:

  • Self-Employed Workers in non-agricultural industries: BZ$3,000;
  • Self-Employed Workers in agriculture: BZ$2,000.

Other occupations have different fees. A founder should use the classification actually assigned by Labour/Immigration rather than borrowing another profession's tariff.

Freelancer and startup terminology

A freelancer serving clients from Belize may fall within self-employment if the activity is considered work in Belize. A startup founder managing a Belize business may likewise require self-employed work authorization.

Belize's Companies Registry provides company formation, but incorporation and immigration are separate systems. BCCAR states that a company with foreign participants must use a Licensed Registered Agent.

The practical sequence for many founders is therefore:

  1. confirm company/business structure and registration requirements;
  2. maintain lawful immigration status;
  3. obtain the work authorization required for the founder's personal activity;
  4. complete tax, licence and Social Security requirements; and
  5. separately assess whether the investment or residence history supports a residence category.

Business Tax and GST

Belize Tax Services requires Business Tax registration for several categories once the relevant receipts thresholds apply, including:

  • people carrying on a trade or business with BZ$75,000 or more annual receipts where that is the sole livelihood;
  • people practising a self-employed profession or vocation with BZ$20,000 or more annual receipts where that is the sole livelihood;
  • people engaged in investment or earnings from real/personal property; and
  • specified personal-service businesses.

GST registration generally applies at BZ$75,000 annual turnover, including the published monthly-equivalent test for newer businesses.

These are tax-registration rules, not immigration thresholds.

Social Security

The Social Security Board defines self-employed people broadly to include professionals, proprietors, farmers, technicians, traders and others offering skills/services for pay without employee-style direction and control.

Registration requires a valid Social Security card marked “Valid for Employment.” Eligible self-employed people between 18 and 60 who opt into the program pay contributions based on declared weekly income; the current published rate is 7% of declared weekly income within the program's age-related bands.

Again, this is downstream compliance. Social Security registration does not replace the Temporary Employment Permit.

Does a work permit give residence?

A TEP is work authorization, not the same thing as Permanent Residence or investment-based Temporary Residence.

A person pursuing long-term settlement should keep residence rules in view. Belize Immigration's ordinary Permanent Residence route requires at least one year of lawful residence and very limited absences before application.

For a substantial investor who cannot meet that presence pattern, Temporary Residence for Investors may be relevant if the BZ$500,000 investment requirement is met.

Family

Belize Immigration publishes a separate Dependent Permit framework. Depending on the sponsor's status, relationship evidence, financial support, sponsor identification and a copy of work permit/residence can be required.

A dependant permit should not be assumed to grant independent work authorization.

Permanent Residence and citizenship planning

The Immigration Department's Permanent Residence financial-stability rules expressly recognize self-employment. A self-employed applicant may need business registration/licensing, Business Tax assessment and bank statements as evidence.

After Permanent Residence is granted, Belize Immigration says citizenship by registration may become available after at least five years of Permanent Residence, subject to continuity and other nationality requirements.
