Belize QRP Investor in 2026
The Belize Tourism Board now publishes a specific QRP Investor framework for an approved Qualified Retired Person who wants to carry on business in Belize.
This route matters because ordinary QRP membership is a retirement/incentives status. Business activity is not simply implied by QRP membership; BTB requires a separate approval and substantial local investment/employment commitments.
Core eligibility
A QRP seeking approval to carry on business must currently provide:
- a detailed business plan;
- proof of at least BZ$1,000,000 / US$500,000 in investment capital; and
- proof that the applicant has resided in Belize for at least 90 non-consecutive days.
The business plan must include employment of at least five Belizean citizens.
Employee requirement
BTB states that an approved QRP Investor must employ a minimum of five Belizean citizens.
The program also sets implementation milestones:
- proof of Belizean employment must be submitted to BTB within 12 months of approval; and
- proof that the business is operating must be submitted within 18 months of approval.
The business must pay the full duties and taxes applicable to its Belize operations.
Who is this route for?
The route is potentially relevant to an existing or prospective QRP member who:
- meets the ordinary QRP age, nationality and foreign-retirement-income rules;
- has substantial capital available for a Belize business;
- can meet the 90-day residence evidence requirement;
- expects to create at least five Belizean jobs; and
- wants BTB approval to move beyond passive retirement status into authorized local business activity.
It is not a low-capital startup visa.
Capital threshold
The current BTB minimum is one million Belize dollars, stated by BTB as US$500,000.
Applicants should distinguish this from the lower BZ$500,000 threshold used by Belize Immigration for Temporary Residence for Investors. They are separate programs with separate purposes and administering agencies.
Business plan
BTB describes a formal business plan covering the business's goals, methods and timeframe and says it should include, at minimum:
- executive summary/company description;
- marketing plan;
- financial plan; and
- business plan details sufficient to show the operating model and employment commitment.
Because the route is tied to substantive local investment and job creation, a shell entity or passive bank balance should not be assumed sufficient.
Company registration and foreign participants
Belize Companies and Corporate Affairs Registry handles company formation. BCCAR states that a company with foreign participants must use a Licensed Registered Agent.
The company setup should be planned alongside QRP Investor approval, tax registration, trade/sector licences and employment compliance. Company registration alone does not replace the BTB approval.
Tax treatment
Ordinary QRP incentives include exemptions for qualifying foreign-source retirement income. BTB specifically states that a QRP approved to carry on business must pay the full duties and taxes on that business activity in Belize.
A QRP Investor should therefore keep retirement-income incentives and local business taxation separate in accounting and tax planning.
Belize Tax Services registration obligations can apply to trade/business, professional and investment receipts and GST once applicable thresholds are met.
Work authorization
The QRP Investor framework is published by BTB as the approval mechanism for a QRP to carry on business. A founder should still confirm whether any separate Temporary Employment Permit or sector-specific permission is required for the precise role they will perform, especially where the business involves regulated work or employment relationships.
For founders outside the QRP framework, the ordinary route to compare is the Self-Employed Temporary Employment Permit.
QRP Investor versus ordinary investor Temporary Residence
The two official investor frameworks solve different problems:
QRP Investor: requires QRP eligibility plus BZ$1 million capital, 90 non-consecutive days residence and five Belizean employees; business permission is administered through BTB.
Immigration Temporary Residence: requires at least BZ$500,000 investment and is designed for substantial investors whose outside commitments prevent them from meeting ordinary Permanent Residence presence restrictions.
A person should not combine thresholds or conditions from one program with the other.
QRP Investor versus startup visa
Belize does not currently publish a dedicated startup-founder visa with an innovation test, incubator endorsement or low minimum capital threshold.
A startup founder should instead analyze the real legal pathways:
- self-employed TEP for active work;
- investment Temporary Residence at BZ$500,000 where relevant;
- QRP Investor only if the founder independently qualifies for QRP and can meet the BZ$1 million/five-employee rules.
