Saint Lucia permanent residence

Saint Lucia recognizes a permanent-resident status in its immigration and labour framework. Home Affairs currently maintains a Residence and Citizenship contact point, and the Labour Code expressly refers to a permit that entitles its holder to reside permanently in Saint Lucia.

Work-permit interaction

For the Labour Code's work-permit division, section 316 excludes a person who holds a permit entitling them to reside permanently in Saint Lucia from the definition of "foreign national." That makes permanent residence materially different from ordinary visitor or temporary status.

Current eligibility details

The current government service directory does not publish a complete permanent-residence eligibility checklist, fee schedule or processing timetable on the Residence and Citizenship page reviewed for this publication.

A 2015 Government report discussing residence policy described an existing process based on at least five years of continuous residence. That document is historical policy material, not a current application instruction, so ReloTide does not present the five-year period as a verified 2026 threshold.

Applicants should obtain the current form and eligibility rules directly from Home Affairs at the Residence and Citizenship contact before relying on any older residence threshold.

CSME and investment are separate

CSME skills/free movement is not permanent residence. Likewise, Saint Lucia's Citizenship by Investment Programme is a citizenship route rather than a general permanent-residence-by-investment programme in the official sources reviewed here.
