Paraguay MERCOSUR temporary residence

Paraguay implements the MERCOSUR Residence Agreement through a dedicated two-year temporary residence for nationals of participating states. This is a regional nationality-based route and should not be confused with the general Law 6984 temporary residence.

Eligible nationalities

DNM currently lists nationals of Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia and Ecuador as eligible under the agreement in Paraguay. Eligibility follows the current participating-state list published by DNM, so nationality should be rechecked before filing.

Duration and conversion

The temporary MERCOSUR residence is valid for two years and is not renewable. A holder who wants permanent MERCOSUR status must submit the permanent-residence application during the 90 days before the temporary MERCOSUR card expires. Missing that window can mean losing the right to convert under the MERCOSUR agreement and having to regularize under Law 6984 instead.

Current fee

The fee schedule effective 1 July 2026 lists Gs. 2,341,540 cash for temporary MERCOSUR residence. Electronic-payment amounts are higher because commissions and VAT are added.

Documents and rights

The current DNM checklist requires qualifying identity/nationality evidence and the route-specific background and civil documents. Foreign documents must meet the applicable apostille/legalization and translation rules. The residence supports lawful residence and activity in Paraguay, but regulated professions, tax and employment obligations remain separate.
