Paraguay MERCOSUR permanent residence

The MERCOSUR permanent route lets eligible nationals convert qualifying Paraguayan temporary MERCOSUR residence into definitive residence. It has a strict timing rule and should be planned before the temporary card expires.

Who can convert

DNM currently applies the route to nationals of Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia and Ecuador who hold valid temporary MERCOSUR residence in Paraguay.

90-day filing window

The application must be submitted during the 90 days before expiration of the temporary MERCOSUR card. DNM warns that a person who lets that status expire without applying for permanent MERCOSUR residence loses the right to process under the agreement and must use an appropriate Law 6984 route instead.

Solvency and documents

The current checklist requires the temporary MERCOSUR card, valid identity evidence, Paraguayan background evidence from the applicable age and economic solvency under DNM's current annex. Resolution 407/2026 standardized the solvency framework from 6 July 2026, so older guidance should not be used in place of the current categories.

Fee and status

DNM's current general fee schedule should be checked at filing because fees are tied to the daily wage. Permanent residence itself is definitive, while the residence card follows a ten-year renewal cycle and supports access to a Paraguayan identity card under the current rules.

DNM does not publish a guaranteed standard processing time for every permanent MERCOSUR file.
