Japan Startup Visa in 2026
Japan's Startup Visa is a business-preparation framework for eligible foreign entrepreneurs. It is designed to let a founder prepare a qualifying Japanese business before switching to the normal Business Manager status.
Up to two years of preparation
Under the nationwide foreign-entrepreneur program, a qualifying applicant can receive a Designated Activities status for startup preparation for up to two years, subject to review and continuing support/management by an approved organization.
The nationwide framework expanded from earlier local and special-zone programs.
Approved support organization is central
The applicant prepares a business-startup activity plan and submits it to an approved foreign-entrepreneur promotion organization. The organization evaluates whether the founder has a realistic prospect of meeting the Business Manager requirements and can issue the required confirmation.
Immigration still makes the residence-status decision. Support-organization approval is not the same as immigration approval.
The goal is Business Manager readiness
The Startup Visa does not replace the Business Manager status. It gives the founder time to establish the business, secure the required structure and work toward the Business Manager criteria.
This distinction is especially important after the 16 October 2025 Business Manager reform, because current Business Manager criteria include the JPY 30 million business-assets/capital standard, qualifying full-time employee requirement, office and additional language/qualification rules.
No guaranteed conversion
A founder who completes the Startup Visa preparation period is not automatically entitled to Business Manager status. The later change-of-status application must satisfy the applicable Business Manager rules at that time.
Startup Visa versus J-Find
J-Find can also support startup-preparation activity, but it is based on the applicant being a recent graduate of a qualifying highly ranked overseas university. The Startup Visa instead operates through approved entrepreneur-support organizations and a startup activity plan.
