Japan permanent residence for highly skilled professionals in 2026
Japan's general permanent-residence rules and the accelerated highly skilled framework are separate from the temporary work or business status a person currently holds.
70 points: three-year accelerated framework
Under the Immigration Services Agency's 2026 permanent-residence guidelines, a person who qualifies as a highly skilled foreign professional with 70 points or more can use an accelerated framework based on three years of qualifying residence and continued point eligibility, subject to the full PR rules.
80 points: one-year accelerated framework
A person with 80 points or more can potentially qualify after one year under the accelerated framework when the required point level and other PR conditions are met.
The rules can also recognize a person who is not currently holding the Highly Skilled Professional status if the person can demonstrate that the relevant point threshold was met at the required historical reference date.
J-Skip / Special Highly Skilled
The 2026 guidelines also include the Special Highly Skilled category. A person meeting the J-Skip criteria can potentially use the one-year accelerated PR framework when the separate requirements are satisfied.
It is not automatic
Reaching the residence period does not itself grant permanent residence. ISA still examines the applicable conduct, tax, social-insurance, residence-history and public-interest requirements.
A Highly Skilled Professional approval is therefore not a guarantee of later PR.
Work status and PR are different decisions
Someone can reach the point threshold while holding another qualifying status, but the person still needs to document the point position and residence history in the way required by the PR application process.
