Jamaica permanent residence

PICA permanent residence allows a foreign national to live and work in Jamaica without restrictions on the length of stay and without a separate work permit. It is distinct from Jamaican citizenship.

Eligibility categories

PICA currently lists permanent-residence applications under these categories:

  • Employment — for foreign nationals who have worked in Jamaica for more than three years.
  • Retirement — for foreign nationals seeking to retire in Jamaica.
  • Marriage to a Jamaican.
  • Dependent — for a foreign national dependent on a permanent-residence holder.
  • Previous unconditional landing — for certain former holders whose unconditional landing arose through marriage to a Jamaican.

These categories are not interchangeable. The evidence should match the basis of the application.

General evidence

PICA's published document list includes a passport with sufficient remaining validity, proof of financial means, birth and relationship documents where applicable, a local medical certificate, police certificates, photographs, evidence of assets, an explanation letter and references from Jamaican nationals.

The Agency states that applicants are interviewed as part of the approval process.

Business owners

PICA specifically asks business owners to provide evidence such as the business registration, Tax Compliance Certificate, income-tax returns and audited financial statements for the previous full year of operation. This is evidence for the residence application; it does not mean that owning or investing in a business automatically grants permanent residence.

Work rights after approval

Permanent residents may live and work without applying for a separate work permit. Until permanent residence is actually granted, applicants should continue to keep their existing work authorization and immigration status valid.
