Jamaica immigration pathways

Jamaica separates permission to work from permission to remain in the country. The Ministry of Labour and Social Security (MLSS) administers work permits and work-permit exemptions, while the Passport, Immigration and Citizenship Agency (PICA) handles immigration status, extensions of stay, unconditional landing and permanent residence.

Route map

  • Work permit for employment — the standard authorization for foreign nationals taking gainful employment in Jamaica.
  • Self-employed, founder and investor work permit — the work-permit framework used for self-employed people, new-business applicants and investors; it is not a separate investor-residence visa.
  • Extension of stay — PICA's mechanism for extending visitor, student, employment, marriage-exemption and dependent status.
  • Marriage exemption — MLSS work-permit exemption for qualifying foreign spouses of Jamaican nationals, paired with PICA immigration endorsement.
  • CARICOM skills and unconditional landing — regional mobility for qualifying CARICOM skilled persons and their dependants.
  • Permanent residence — long-term status for eligible employment, retirement, marriage, dependent and certain former unconditional-landing cases.

Remote workers and digital nomads

No dedicated Jamaican digital-nomad or remote-work visa was identified in the current PICA or MLSS framework reviewed on 2 October 2026. MLSS states broadly that non-Jamaican nationals engaging in gainful employment in Jamaica require a work permit unless an exemption applies. A visitor should therefore not assume that visitor permission alone authorizes paid remote work from Jamaica.

Employees and skilled workers

A work permit is tied to the approved employment terms. Applications normally proceed through a prospective employer, sponsor, contractor or legal representative. PICA then requires the foreign worker's immigration status to be endorsed or extended to reflect the work period.

Freelancers, founders and investors

MLSS expressly recognizes self-employed work-permit applicants and applications to start a new business. The Ministry also states that investors apply through JAMPRO. These are work-authorization processes, not separate entrepreneur or investor residence programmes.

CARICOM nationals

Qualifying CARICOM skilled persons can use the Certificate of Recognition of Caribbean Community Skilled Person rather than the ordinary work-permit route. PICA separately provides CARICOM Unconditional Landing for qualifying certificate holders and dependants.

Family routes

A foreign spouse of a Jamaican may qualify for a Marriage Exemption Certificate from MLSS and a corresponding extension/endorsement from PICA. PICA also provides a dependent extension category for qualifying dependants of persons working in Jamaica.

Permanent residence

PICA lists permanent-residence categories for employment after more than three years of work in Jamaica, retirement, marriage to a Jamaican, dependants of permanent residents and certain previous holders of unconditional landing. Permanent residence allows the holder to live and work without a separate work permit.
