Israel immigration pathways in the January 2025 snapshot

Israel's official framework separates employer-sponsored work, technology-entrepreneur residence, a nationality-limited investor procedure and ordinary visitor status. The legal category depends on what the foreign national will actually do in Israel.

  • Foreign Expert B/1 Work Visa — Employer-sponsored B/1 work route for foreign experts whose qualifications and role meet PIBA's regulated expert-worker procedures.
  • High-Tech Expert B/1 Work Visa — Expedited B/1 work route for qualifying foreign high-tech experts sponsored by Innovation Authority-recognized Israeli technology companies.
  • Innovation Visa for a Foreign Technology Entrepreneur — Technology-entrepreneur stay route, approved in 2024, for foreign founders and researchers developing R&D ventures through an approved supporting framework.
  • U.S. Investor B/5 Visa — Treaty investor route limited to qualifying U.S. citizens or U.S.-passport holders investing in and directing, managing or developing an Israeli business venture.
  • Business Visitor B/2 — Short-stay B/2 visitor status for business visits and meetings; it does not authorize employment in Israel.

Digital nomads and remote workers

The Tier-1 Israeli sources reviewed for this January 2025 snapshot do not establish a dedicated open digital-nomad or remote-work visa. B/2 visitor status is not employment authorization, and a person should not infer a right to work merely because an employer or client is outside Israel.

Freelancers and self-employed professionals

The reviewed official framework does not establish a generic freelancer or open self-employment visa. The B/1 expert route is employer-sponsored. The Innovation Visa is a targeted technology-entrepreneur program, and the B/5 investor route is restricted to qualifying U.S. investors under the treaty procedure.

Entrepreneurs and startup founders

Technology founders should examine the Innovation Visa, approved in 2024 and structured around an approved supporting framework and R&D activity in Israel. This is not a universal entrepreneur visa.

Investors

The U.S. Investor B/5 Visa is limited to U.S. citizens or valid U.S.-passport holders under the official treaty-country procedure. The procedure uses a qualitative substantial-investment test rather than a single published minimum investment amount.

Skilled workers

The Foreign Expert B/1 Work Visa is the general specialist route. Qualifying technology companies can use the High-Tech Expert B/1 program, which publishes specific nationality, salary and sponsor criteria.
