China immigration pathways — January 2025 snapshot
China's January 2025 framework separated work authorization, entry visa categories, residence permits, and permanent residence. Search terms such as “China digital nomad visa,” “China freelancer visa,” or “China startup visa” should not be treated as legal route names unless an official program actually exists.

Digital nomads, remote workers and freelancers
The Tier-1 national sources reviewed for this January 2025 snapshot do not establish a dedicated digital-nomad visa, remote-work residence visa, open freelancer visa or general self-employment permit. China’s official visa list distinguishes work (Z), high-level talent (R), commercial/trade visits (M) and other purposes. A visitor or business visa should not be assumed to authorize remunerative work in China.
A remote worker who will actually be employed in China should examine the Z Visa, Work Permit and Work Residence pathway. High-level specialists may fit the R Visa.
Entrepreneurs and startup founders
China did not list a universal national entrepreneur or startup-founder visa in January 2025. NIA policy did, however, provide restricted innovation and entrepreneurship residence facilitation for defined groups such as qualifying graduates and members of introduced innovation/startup teams. Investors
The national permanent-residence framework includes an Investor Permanent Residence category for direct and stable investment maintained for three consecutive years with good tax records. This is not an instant golden visa and is not citizenship by investment.
Skilled workers and high-level talent
Most foreign employees use the Z Visa, Foreigner's Work Permit and Work Residence pathway. The R Visa is reserved for high-level or urgently needed talent.
Long-term settlement through employment
Qualifying senior managers and senior professionals can assess Senior Employee Permanent Residence after meeting the official work, residence and tax conditions.
Business visits
The M Visa is for commercial and trade activity. It is not a substitute for work authorization or a long-term residence route.
