Bolivia Permanent Residence (Permanencia Definitiva) in 2026
Bolivia's general long-term status is Permanencia Definitiva. It is distinct from temporary residence, MERCOSUR residence conversion and naturalization.
Under Article 15 of Decree Supreme Nº 1923, definitive permanence is authorization from DIGEMIG for a foreign national to reside/remain in Bolivia after satisfying the applicable requirements.
General three-year basis
The regulation lists three years of permanence in Bolivia, where applicable under Law Nº 370, as the core residence-history requirement for the ordinary definitive-permanence framework.
That does not mean every temporary category accumulates equally. The student regulation expressly says temporary permanence by study cannot obtain definitive permanence, and MERCOSUR has its own two-year temporary-to-permanent conversion structure.

Official requirements in the regulation
Article 15 lists:
- declaration/application form;
- valid passport, foreigner identity card or national identity document as applicable;
- current proof of no criminal/police record, national and international as applicable;
- evidence of the activity carried out in Bolivia;
- documented economic solvency;
- current photograph; and
- proof of payment of the procedure cost.
DIGEMIG may request supplementary documents through a reasoned administrative decision.
Activity and solvency matter
Permanent residence is not framed as a passive “buy property and qualify” route in the regulation.
The applicant must document their activity and economic solvency. The correct evidence depends on the person's circumstances — for example employment, independent activity, business or another lawful occupation.
No universal minimum investment or property purchase threshold for ordinary definitive permanence was identified in the official sources reviewed for this guide.
Absence rule
The regulation provides that definitive permanence can be cancelled when the holder, without express migration authorization, is outside Bolivia for more than two continuous years.
That is materially more generous than the temporary-residence rule, which generally limits unauthorized absence to 90 days per year, but it is not unlimited.
Long absences should be planned with DIGEMIG rather than assumed harmless.
Foreigner identity card
A person with definitive permanence must maintain the required foreigner identity documentation through SEGIP. Decree Supreme Nº 1923 states that the foreigner identity card for a definitive resident is renewed every five years under the applicable identity rules.
The immigration status and the physical identity document are related but not the same thing.
MERCOSUR permanent residence
MERCOSUR residence follows a different sequence. The regional framework permits eligible nationals to obtain temporary residence for up to two years and to request permanent residence within the 90 days before expiry.

Students
Temporary student permanence is a major exception to simplistic “three years = permanent residence” claims. Decree Supreme Nº 1923 expressly states that the student category cannot obtain definitive permanence.
A student who later changes to another qualifying status should obtain advice on what residence history counts after the change.
From permanent residence to citizenship
Permanent residence is not citizenship and is not always a prerequisite to start the naturalization clock. Bolivia's constitutional naturalization framework looks to legal, uninterrupted residence and its own requirements.

No golden visa
Bolivia did not publish a dedicated property/investment permanent-residence programme in the sources reviewed for 2026. The existence of a business Multiple Visa does not change that.
