Bolivia MERCOSUR Residence in 2026
MERCOSUR residence is a distinct regional route based principally on nationality, not on first proving a Bolivian employer, university course or investment.
The current MERCOSUR Citizenship Statute states that nationals of a State Party who want to reside in another State Party can obtain temporary residence for up to two years without having to prove the activity they plan to carry out. Nationality is the core qualifying basis, subject to the agreement's documentary and public-order requirements.
Bolivia's MERCOSUR position
Bolivia deposited its instrument of ratification for accession in July 2024 and is a MERCOSUR State Party, with a period of up to four years to incorporate the wider MERCOSUR acquis.
Residence rights are not new to Bolivia's full membership. The Agreement on Residence for Nationals of MERCOSUR States Parties, Bolivia and Chile already included Bolivia in the regional residence framework.
That history matters: do not treat MERCOSUR residence as merely a future benefit waiting for all post-2024 integration work to finish.
Temporary residence
Under the current MERCOSUR explanation, an eligible national can receive temporary residence for up to two years.
The regional framework is intentionally simpler than an activity-specific visa: an applicant does not have to prove in advance that the purpose is employment, study or another particular activity in order to use nationality as the residence basis.
The competent Bolivian authorities still handle the application and can require the documents and checks established by the agreement and national implementation.
Permanent residence
MERCOSUR states that permanent residence may be requested by filing in the 90 days before the temporary residence expires.
This deadline is important. A person should not allow the two-year temporary residence to expire and assume a late conversion is automatic.
Use the competent DIGEMIG process and confirm the exact current filing channel/document list before the conversion window.
Work and economic rights
MERCOSUR's current citizenship page states that a national holding residence in another State Party may, subject to the laws regulating the activity:
- work and carry out lawful economic activity;
- petition public authorities;
- enter, remain, transit and leave;
- associate for lawful purposes; and
- transfer remittances.
It also states a principle of equal treatment with nationals of the receiving State in civil, social, cultural and economic rights and in labour legislation.
This makes MERCOSUR residence substantially different from entering as a tourist and from Bolivia's activity-specific work residence.
Family members
The regional framework also provides that qualifying family members who do not themselves hold a participating nationality can obtain residence of the same duration as the person on whom they depend, subject to the agreement's family/document rules.
Do not assume the family member's work, professional-licensing or tax position is identical in every respect. Confirm the exact status document issued in Bolivia.

Documents and translations
The precise Bolivia filing checklist should be confirmed with DIGEMIG, but MERCOSUR residence agreements normally rely on nationality/identity evidence, civil-status evidence where relevant and criminal/public-order documentation under the agreement.
MERCOSUR also has regional rules reducing translation requirements for certain migration documents. Do not independently omit a translation or legalization unless the competent authority confirms the document falls within the applicable rule.
Permanent residence versus Bolivia's ordinary three-year route
Bolivia's general definitive-permanence regulation refers to a three-year qualifying period where applicable. MERCOSUR has a separate two-year temporary → permanent conversion architecture.
Applicants should therefore use the regional residence basis if eligible rather than assuming the ordinary Bolivia timeline controls every MERCOSUR case.
Citizenship is separate
MERCOSUR permanent residence is not Bolivian nationality. Naturalization follows Bolivia's Constitution and national procedure, with its own residence-period, continuity, evidence and approval requirements.
