Belarus High-Tech Park Specialist Route in 2026
Belarus' High-Tech Park (HTP) has a special legal regime that can materially simplify immigration and employment for qualifying foreign employees and founders connected to HTP residents. It is not a general “tech visa” available to any software worker who chooses Belarus.
The core framework is Presidential Decree No. 8 of 21 December 2017, which extended the HTP special regime to 1 January 2049 and retained the HTP's special treatment for foreign personnel.
Who can use the HTP immigration advantages?
The special rules are tied to the HTP legal ecosystem—for example foreign citizens employed by HTP resident companies and qualifying founders/participants or other persons specifically covered by the HTP legislation. A person working remotely for an unrelated overseas technology company does not become an HTP specialist merely because their occupation is in IT.
The first question is therefore whether the employer/company is actually an HTP resident and whether the individual fits the decree's covered category.
Work-permit exemption
Qualifying foreign personnel connected to HTP residents benefit from an exemption from the ordinary Belarus special work-permission requirement under the HTP regime. This can remove one of the main steps that applies to ordinary third-country employees.
The exemption is role/status-specific. It should not be generalized to a spouse, contractor, unrelated company or freelancer unless the HTP rules expressly cover that person.

Visa and entry privilege
The HTP regime is widely summarized as allowing qualifying foreign HTP personnel to enter/stay visa-free for up to 180 days in a calendar year. That privilege arises from the HTP special framework, not from Belarus' separate 38-country tourist/business visa-free regime.
Anyone relying on the 180-day HTP rule should have the HTP company confirm the person's exact covered status and the current border/migration notification procedure before travel. It is not a standalone “Belarus digital nomad visa.”
Temporary residence
The HTP special framework also supports temporary residence for qualifying foreign employees connected to an HTP resident, generally aligned with the employment/contract basis. The employer should coordinate the migration filing and the worker should ensure the issued residence document remains valid if the employment contract changes.
A work-permit exemption does not mean that residence formalities disappear.
Founders and company owners
HTP status can be relevant to a founder only if the company and individual actually fit the HTP regime. Incorporating a Belarus company outside the HTP does not grant the founder this immigration treatment.
Likewise, buying shares in an HTP resident is not automatically permanent residence or citizenship. Investment-based permanent residence is a separate statutory route; see Belarus investor permanent residence.
Family members
Do not assume an HTP worker's family automatically receives the principal's work-permit exemption. Family members need their own lawful stay/residence basis and should verify work rights separately. A qualifying family relationship can support family reunification.
HTP and permanent residence
Belarus MVD identifies highly qualified employment as one ground that can support permanent residence. Whether a particular HTP specialist qualifies depends on the statutory category and evidence; employment at an HTP company should not be described as an automatic PR entitlement.

HTP is not a general remote-work visa
Belarus does not currently publish a standalone digital-nomad or remote-worker visa. An overseas remote employee who is not connected to an HTP resident should not use the HTP rules as a substitute for a lawful entry/residence basis.
