Digital nomad versus ordinary residence
Current law expressly regulates a residence visa for remote professional activity performed for persons or entities outside Cabo Verde. Separately, the official tourism portal continues to describe the Remote Working Program as a six-month temporary work/tourism product with a possible six-month renewal.
Because those official materials use different legal/product framing, this guide does not treat them as interchangeable. Applicants should follow the current DEF/consular residence-visa process where applicable and use the tourism-program page only for the program-specific application terms it still publishes.
Ordinary temporary residence is generally valid for two years and is based on a recognized purpose such as employment, independent professional activity or investment.
Freelancer versus remote worker
A freelancer can potentially fit either framework.
The Remote Working Program is more directly aligned with a temporary location-independent stay. Independent-professional residence is the route to investigate when the person is establishing professional activity in Cabo Verde through a company, service contract or registered commencement of activity.
Startup founder versus investor
There is no separate immigration product called a “startup visa” in the current residence menu.
A founder running a professional-services business may fit independent-professional residence. A founder making an investment or conducting economically relevant activity may fit the investment/entrepreneur route.
The investment route's evidence alternatives include investor certification, qualifying authorization/licensing, a company with at least 50% Cabo Verdean workers, or nationally relevant activity/investment certification.
Remote founder
A founder operating an overseas company temporarily from Cabo Verde may find the Remote Working Program more directly aligned than establishing ordinary residence.
Once the person establishes or operates a Cabo Verde business, immigration, company, tax, social-security and licensing obligations should be analyzed separately.
Local employee
A foreign national hired into a Cabo Verde employment relationship belongs in the employment-residence framework rather than the nomad program.
The employment framework relies on a valid contract or promise and the residence process, with formal rules applying to foreign-worker contracts.
Long-term settlement
If permanent residence is the objective, focus on qualifying ordinary temporary residence and lawful renewals.
The general permanent-residence route begins after at least five years of temporary residence, subject to means, housing, health/public-order, criminal-history and language requirements.
Do not assume a remote-work visa/program stay automatically equals holding the ordinary two-year temporary residence permit for purposes of the five-year permanent-residence rule. Confirm the status recorded by DEF.

- Remote Working Program: EUR 20/person visa fee + EUR 34/person airport fee;
- ordinary temporary economic-activity residence: 6,400 CVE general, 1,400 CVE CPLP, 1,700 CVE Senegal;
- permanent residence after at least five years: 11,400 CVE.
