Benin Work Permit in 2026

A foreign national who wants to take salaried employment in Benin must address the labour work-permit rules in addition to immigration status. Benin's Labour Code and current CatIS service treat the work permit as a separate authorization from the visa or resident card used to enter and stay in the country.

Who needs the work permit?

The labour framework applies to a foreigner seeking salaried employment in Benin, subject to treaty or statutory exceptions. Employers should not assume that a professional visa, business visa or resident card automatically replaces the labour authorization required for the job.

Likewise, the work permit does not itself replace the immigration document needed for lawful entry/stay.

Permit duration

The Labour Code describes the foreign-worker permit as temporary for 12 months and renewable multiple times, subject to the continuing legal conditions and the administration's assessment.

The employment contract and work authorization should be planned together with the correct immigration status.

Current CatIS application documents

The active CatIS work-permit service lists requirements including:

  • completing the application/form;
  • a medical certificate of fitness from an approved occupational/work-inspection doctor;
  • a criminal-record extract less than three months old;
  • curriculum vitae;
  • copy of a valid passport; and
  • the applicable file charge.

Manual-service guidance can also require the formal application to the Direction Générale du Travail, information sheet and identity photographs.

Government charge

The current CatIS service lists a 50,000 FCFA work-permit filing price. Historic/controlling labour-fee material also lists 50,000 FCFA for the work permit and a separate employment-contract visa fee.

Treat the 50,000 FCFA as the work-permit administration charge, not as the total relocation cost. Immigration visa/resident-card fees, medical checks, translations/legalization and other employer costs can be separate.

Work permit versus professional visa

The Professional Visa is an immigration category for professional activity. The work permit is the labour authorization for salaried employment. A foreign professional taking local employment should not assume one substitutes for the other.

Work permit versus entrepreneur status

The foreign-worker permit is directed at salaried employment. A founder, sole proprietor or independent operator should not automatically apply the employee permit to themselves without confirming the legal relationship. See Entrepreneur & Self-Employment.

Employer considerations

The labour administration can consider the employee's qualifications and economic/labour-market factors. Employers should prepare the job/employee evidence required by the applicable process and keep immigration and labour files consistent.

Company formation through APIEx also does not erase foreign-worker authorization obligations when the company employs expatriate staff.

Residence planning

A foreign employee staying long-term can also need a Resident Card. Permanent employment/activity is one of the durable links that can later support privileged-resident eligibility after the required ordinary-residence progression.

Tax and social security

Employment in Benin can create payroll tax, withholding and social-security obligations separate from the work permit. Employers and workers should use current DGI and social-security guidance for the actual employment arrangement.
