Azerbaijan Highly Skilled Specialist Residence in 2026

Azerbaijan now has a formal Highly Skilled Migrant Program in addition to the Migration Code's broader residence grounds for highly qualified specialists and certain invited specialist categories. The formal program is the more structured pathway: it uses the official pass.gov.az portal, a published points assessment and a specific package of immigration and labour-market privileges.

The program was created under Presidential Order No. 156 of 6 June 2024. The assessment framework and rules were approved by Cabinet of Ministers Decision No. 99 of 3 April 2025.

Who can apply to the formal program?

The official portal says foreigners and stateless persons who consider themselves specialists in a relevant field may apply. Assessment focuses on the applicant's expertise and likely contribution to Azerbaijan, rather than a single universal salary threshold.

The current public scoring framework totals 100 points:

  • relevant experience: 0–55 points;
  • alignment with Azerbaijan's socio-economic development priorities: 0–20 points;
  • financial provision: 0–15 points; and
  • positive impact on the domestic labour market: 0–10 points.

A participant must reach at least 70 points to meet the published threshold.

Application through pass.gov.az

Applications are submitted electronically through the official Highly Skilled Migrant portal at pass.gov.az. The applicant creates an electronic cabinet, completes the application and uploads the passport/border-crossing document plus supporting evidence relevant to the assessment.

The assessment is coordinated through the State Migration Service's one-stop-shop process with other competent authorities contributing scores or opinions. The official rules provide structured review periods and allow extra investigation where necessary.

Five-year qualification document

A successful applicant receives an electronic document confirming highly skilled migrant status. The current official rules state that this document is issued for five years. It is a program qualification/status document; it should not be confused with a five-year residence card.

The program winner still uses the immigration procedures applicable to entry and residence, but the electronic document unlocks the program's preferential treatment.

Up to three years of temporary residence

Program winners may obtain a temporary residence permit for up to three years through the preferential program route and within a shorter processing period.

Ordinary temporary residents can face cancellation or refusal to extend if they remain outside Azerbaijan for more than 90 days within 180 days. The official Highly Skilled Migrant Program privileges state that this restriction does not apply to program winners.

Work-permit exemption in the approved field

A program winner who holds the electronic confirmation document is exempt from obtaining an ordinary work permit when carrying out labour activity in the field of expertise for which the person is recognized.

That is narrower than a blanket right to take any job. For ordinary employer-sponsored work outside a valid exemption, see Azerbaijan employment and work permits.

The Migration Code also contains broader specialist and invited-specialist categories outside the formal points program. A person should identify which legal basis actually applies instead of treating every specialist case as a program win.

Permanent residence after two years

A highly skilled migrant who has resided temporarily in Azerbaijan continuously for two years may apply for permanent residence.

The formal program provides additional published concessions at that stage: winners are not required to submit the ordinary proof that they have sufficient funds for themselves and accompanying family members, and the State Migration Service does not test their knowledge of the state language or the legal rights and duties ordinarily checked for permanent residence.

Permanent residence is still a separate application and is not automatically granted simply because the applicant won the program. See the Azerbaijan permanent residence guide.

Family concessions

The program also gives qualifying family members preferential treatment. The official portal describes family members as the winner's spouse, children under 18, disabled adult children and parents under the winner's custody for residence-processing purposes.

The spouse and children under 23 can obtain work permits through a preferential, faster process without the ordinary local-labour-market and quota restrictions described by the program. This is preferential work-permit processing, not an automatic unrestricted work right.

For the ordinary family-residence framework outside this program, see Azerbaijan family reunification.

Entry facilitation

Program winners can use their electronic confirmation document for simplified business-trip visa procedures through Azerbaijani diplomatic missions/consulates and the official ASAN Visa system, and the program also provides for visa-on-arrival facilitation in necessary cases.

Entry facilitation, the program qualification document, temporary residence and permanent residence are different legal steps. Do not describe the program as a single all-purpose “talent visa.”

What this route is not

The Highly Skilled Migrant Program is not citizenship, citizenship by investment, an automatic permanent-residence grant or a generic digital-nomad visa. It is a points-assessed skilled-migration program linked to the applicant's field of expertise and current official eligibility rules.
